Accomplishing Projects Together
The District collaborates with many partners and agencies on a wide variety of projects with mutual benefits. Projects often involve complex and difficult decisions that may overlap with larger local or regional issues. Through these partnerships, the District works to identify and implement the most effective solutions to address flooding challenges across Western Alameda County. Read more below!
Doing Business with the District
The District also contracts with a variety of private firms to accomplish priority projects requiring specialties such as geotechnical, structural, mechanical, electrical, and complex hydrologic and hydraulics modeling.
Federal Partnerships
U.S. Army Corps of Engineers (USACE) San Francisco District
Since the District began building flood control infrastructure in the 1950s, the USACE has played an important role in developing and constructing Alameda County’s flood control system. The USACE built the Alameda Creek, San Lorenzo Creek, and San Leandro Creek flood channels. These channels are now maintained by the District.
The USACE is also the regulatory agency responsible for issuing permits for all structures modification and construction work on waterways within its jurisdiction, including dredging, inlet/outlet pipes, excavations and fills.
Federal Emergency Management Agency (FEMA) National Flood Insurance Program
The District partners with FEMA to assess and mitigate the risk of flooding in western Alameda County. As part of its collaboration with FEMA, the District updates Flood Insurance Rate Maps (FIRMs) as needed to ensure the mapped floodplain boundaries and flood risk areas reflect appropriate information.
Other Federal Environmental Partners
The District routinely works with the Natural Resources Conservation Service and the U.S. Fish and Wildlife Service to acquire regulatory permits for environmental restorations.
State and Regional Partnerships
The District works with a variety of California State departments, including the Department of Fish and Wildlife, Department of Water Resources, State Water Resources Control Board, Wildlife Conservation Board, State Coastal Conservancy, and others to ensure District projects comply with all applicable state laws and mandates.
The District’s Clean Water Program is a collaborative effort with the San Francisco Bay Regional Water Quality Control Board and 60 other regional agencies who are co-permittees on the joint Municipal Regional Stormwater Permit issued under the National Pollutant Discharge Elimination System (NPDES).

Local Partnerships
The District coordinates closely with cities and agencies in Western Alameda County, community groups, and environmental organizations in areas where our facilities are located.
We frequently partner with the Cities of Emeryville, Oakland, San Leandro, Hayward, Union City, Newark, and Fremont, as well as with municipal groups in unincorporated areas of Western Alameda County, such as Castro Valley, San Lorenzo, and Ashland/Cherryland.
We also work closely with parks and recreational agencies such as the East Bay Regional Park District, Hayward Area Recreation and Park District, and Bay Area Ridge Trail Council to enhance the public’s enjoyment of the County’s creeks.
