Funding for Community Safety

Zone 4

Zone 4 encompasses part of northwestern Hayward. The District has put together a suite of the highest priority projects that will be completed in Zone 4. These projects will repair, replace, and upgrade essential flood control infrastructure.

Because the proposed benefit assessment increase was not approved by voters in June 2025, the identified improvements will need to be deferred. The District will continue to prioritize its limited Zone revenue toward urgent critical repairs as needed.

Priority Projects in Zone 4

Zone 4 Engineer’s Report

The District has completed an Engineer’s Report which lists all projects and financial information. This report was accepted by the Alameda County Board of Supervisors on 4/22/2025 prior to property owners voting on the assessment.

Coastal and Riverine Flood Assessment

The District studied the flood risks associated with increased creek flooding from extreme storms, combined with high tide conditions. The District then evaluated projects to reduce flood risk for channels as they flow into the Bay.

Results are summarized in the Coastal and Riverine Flood Assessment report for Zones 2, 4, and 9. The project list for the benefit assessment was created in part from the alternatives presented in this report.
