Line A-1 Underground Bypass Improvements

Location: Oakland, Claremont Ave. between Mystic Street and Tanglewood Rd.
Anticipated Completion: 2030

The District is planning to construct a storm drain bypass improvements along Claremont Avenue, approximately 3,800 feet in length, from Tanglewood Road downstream to Mystic Street, as identified in the Zone 12 Drainage Master Plan completed in 2022. The purpose of the Line A-1 improvements is to address existing underground pipe conveyance capacity and minimize the potential for flooding due to overflows. The completed project would convey 100-year design storm flows.

Line B Underground Storm Drain Improvements

Location: Oakland, Harrison St. and 27th St; 400ft upstream of Lake Merrit to 26th St.
Anticipated Completion: 2029

The District is planning to construct an additional storm drain along Harrison Street and 27th Street, approximately 1,200 feet in length, from 400 feet upstream of Lake Merritt to 26th Street, as identified in the Zone 12 Drainage Master Plan completed in 2022. The purpose of the Line B improvements is to address existing underground pipe conveyance capacity and minimize the potential for flooding. The completed project would convey 100-year design storm flows.

San Leandro Creek Trail

Location: Oakland, Hegenberger Rd. to 0.2 miles upstream of 98th Ave.
Anticipated Completion: 2026

On August 1, 2017, the District applied for an Urban Greening Program grant administered by the California Natural Resources Agency (CNRA). The grant was subsequently awarded in the amount of $4,100,000 to fund the San Leandro Creek Trail project between Hegenberger Road and 105th Avenue (Phase 1).

During design, Union Pacific Railroad (UPRR) declined to authorize the proposed trail crossing under its bridge. As a result, the project was restructured into Phase 1A (Hegenberger Road to Columbian Gardens Park) and Phase 1B (Columbian Gardens Park to 105th Avenue). As a result, the grant amount was reduced to $3,409,930. Phase 1A was further divided into Phase 1A-A (trail construction and tree planting) and Phase 1A-B (traffic signal improvements at Hegenberger Road and 98th Avenue) for construction contracting purpose. Phase 1A-A includes construction of a Class I multi-use trail from Hegenberger Road past 98th Avenue, crossing San Leandro Creek via a new pedestrian-cyclist bridge to Columbian Gardens Park, and terminating at Empire Road.

The completed project will provide a direct connection between the Columbian Gardens Park neighborhood and the Bay Trail.
