Zone 2
Protected Funding for Community Safety
Zone 2 includes Castro Valley, Fairview, Eden Area, and part of Hayward and San Leandro. The District has put together a suite of the highest priority projects that will be completed in Zone 2 if a proposed benefit assessment increase is approved in spring 2025. These projects will repair, replace, and upgrade essential flood control infrastructure.
Priority Projects in Zone 2
Project (in black) on the map indicate road crossing upgrades which will allow stormwater to flow better along the creeks instead of creating dangerous bottlenecks. Other projects (in orange) include channel capacity improvements, constructing floodwalls, stabilizing the channel wall above Interstate 880, and increasing floodwater detention capacity at Don Castro Reservoir to minimize flooding downstream. A new fish ladder at Don Castro Dam as project impact mitigation will allow fish to access important habitat upstream.
Zone 2 Engineer’s Report
The Engineer’s Report lists all projects and financial information. This report was accepted by the Alameda County Board of Supervisors on 4/22/2025 prior to property owners voting on the assessment.

San Lorenzo Creek Floodplain Technical Memo
The District has identified special circumstances that required a restudy of the San Lorenzo Creek floodplain, including the Don Castro Dam Reservoir. Using the latest technology, the District created a new floodplain model as the basis for the Engineer’s Report in the Zone 2 San Lorenzo Creek drainage area. With extreme storms on the rise, this new analysis is more representative of current flood risk.
Coastal and Riverine Flood Assessment
The District studied the flood risks associated with increased creek flooding from extreme storms, combined with high tide conditions. The District then evaluated projects to reduce flood risk for channels as they flow into the Bay.
Results are summarized in the Coastal and Riverine Flood Assessment report for Zones 2, 4, and 9. The project list for the benefit assessment was created in part from the alternatives presented in this report.
